3. The incentives were: Reduction of exhaust gas emissions and oil dependency, and, above all, the realization of sustainable public transport service.
 Major targets

1. Three ethanol buses which use bio-ethanol: 95% of ethanol from agricultural materials and 5% of additives.
2. One bioethanol filling station.
 Major results and lessions learned

Since beginning of 2007 ATC operates three ethanol buses which use bio-ethanol (E95) and a filling station for bioethanol situated in the ATC depot.
As it was the first time in Italy that bioethanol was used as fuel, problems had to be solved that had to do with the building of a fuel station (no regulations either general, or for safety or for equipment approval, no requirements for the design, no equipment supply) or with the use of bioethanol as fuel (lack of General Regulations and safety rules, no classification, and excise duty rates for ethanol fuel).
Authorities involved in the project BEST was The Transport, Mobility and City Planning Administration of La Spezia Province (Provincia della Spezia) and The Environment and Mobility Administration of the Municipality of La Spezia (Comune della Spezia).
